[RF] Update rtl_433_ESP to 0.6.0 (#2358)

This refreshes the bundled rtl_433 decoder set to the latest development snapshot available on August 14, 2026: 25.12-346-g91b2ebdb, commit 91b2ebdb.

Refresh rtl_433 device decoders, supporting utilities, headers, and generated registration files.
Expand the supported set to 223 OOK and 153 FSK protocol decoders.
Regenerate the README protocol lists directly from the registered decoder set.
Update the decoder-generation tooling for the refreshed upstream layout.
Add Vivint DW11/DW21R, PIR2, and GB2 decoding with automatic 16-bit seed discovery.
Support compile-time Vivint seed lists through VIVINT_SEEDS.
Add optional Vivint seed-discovery diagnostics and OUTPUT_VIVINT_DECODE=0 to omit them.
Make the Vivint sensor count, sample cache size, and required sample count configurable.
Refresh the README and PlatformIO examples.
Update the RadioLib dependency and library metadata for Beta 0.6.0.
